Everytime anybody thinks of studying abroad, the first thing that comes to their minds is that they need to take GRE and they need to take IELTS, which is actually not the case at all: At least not in Germany.
In German universities, you can do your Post Graduate studies or your Masters by just applying with your University Transcripts and a Medium of Instruction Letter which is only applicable for some universities. If you are confident and just want to apply to a few universities which don’t require IELTS, you can take a look at the university’s admission requirements and check if they allow you to send an application to them only with your MOI letter.
In other countries such as Australia, USA, Canada, this wouldn’t be possible and you will need to show proof of IELTS at least, whereas in USA, you also need to show GRE.

Studying abroad without IELTS or TOEFL, Medium of Instruction Letter, Language of Instruction English, Student Visa Requirements for Indians
Comment from Shivendra Singh:
1. In a recent mail from Australian Embassy i’ve got to know that they don’t require the IELTS score for Visa Either.
2 . And i’ve been accepted in UK and Australian Universities without submitting any IELTS score. (rather by being eligible by my medium of instruction in previous background)
3. As mentioned in my other comment, MIT US doesn’t also require any IELTS score if you have been in English Environment from the beginning.
Conclusion : It is kind of loop hole out of all the mess, you don’t necessarily require IELTS/TOEFL , it is just advised so that right candidates are the only one’s applying.
Pro Tip : if you ask any University directly , they will never deny to submit IELTS score rather they will ask for IELTS score by default, but if you negotiate (like i did for waiving this due to my English background). You can simply get admitted without IELTS/TOEFL.
